The Sewer Vote: May 4, 2027
On September 3 the Town Council put a debt exclusion for the wastewater plan on the ballot for a special election on May 4, 2027. The Council’s agenda says: “A total of $391 million in projects has been authorized to date”. The Finance Director’s slides put the next package at $251 million. A debt exclusion raises property taxes above the Proposition 2½ limit until the bonds are paid.
Three Empty Council Seats
Precincts 1, 5 and 13 have no councilor today. Special elections: Tuesday, October 13 for Precincts 1 and 13, and December 22 for Precinct 5. Until then, three of thirteen precincts have no vote at the table.
The Hyannis Shelter Move
A 50-bed shelter is slated to move from Winter Street to 460 West Main Street. The Zoning Board overruled the permit 4 to 1; two lawsuits followed. Voters petitioned for an Open Meeting with the full Council at Barnstable High School in late October. Read the record.

The Town’s Budget Gap
The Town Manager told the Council in July that Barnstable faces a “significant fiscal challenge requiring a shift from the annual use of reserves for operating budgets”. The options he named: “reducing public services, increasing local fees, or pursuing tax overrides and debt exclusions”. Fee hearings are expected in mid-November.
Licence-Plate Cameras: Ended
On September 3 the Council voted to end the Town’s contract for Flock licence-plate readers and to require a Council vote before any are used again. Read the story in News.
Beacon Hill Rewrote Your Zoning
The state budget signed in July loosened the test for a zoning variance and lets older homes on undersized lots expand with no hearing. It never got its own vote. See what changed and where it came from.
